MM2H agent fees: what agents charge and what to ask

There is no official MM2H agent fee. We found no cap or published schedule on the ministry tier and overview pages we read, and the ministry has said it plans to standardise agent fees but had not decided when it spoke. So the amount is whatever each agent sets.

We do not print a price range here. The numbers on agent sites are marketing, they disagree with each other, and none of them is official. This page gives you what is sourced, and the questions that protect your money.

What the ministry has said about MM2H agent fees

In April 2024 the tourism minister said some agents were charging several thousand in application fees, and that paying an agent does not guarantee approval, because each application must still meet the conditions. He said the ministry would look at existing agents, that agents had to re-register, and that it planned to standardise the fees agents collect. No final decision had been made.

We did not find a published fee cap after that statement on the pages we read. The fee tables in the ministry guidelines are published as images and we could not read them as text, so check them yourself before you rely on this.

MM2H agency fee: what you pay the ministry and what you pay the agent

The ministry fees are separate from the agent. A participating fee, a processing fee of RM5,000 for the main applicant and RM2,500 for each dependant, and renewal fees are on our cost page. The ministry overview does not say who the processing fee is paid to, so ask the agent whether it is included in their fee or charged separately.

The fixed deposit and the home you buy are not agent fees at all. They are your money, and they do not go to the agent.

What to get in writing before you pay

Agents have said their fees are consultancy fees and not refundable once paid. That is a position agents have taken in public, not a rule. Your agreement decides it, so read it before the first payment.

  • The total fee, and exactly what it covers: application, the medical check-up, insurance, visa, renewal.
  • Which ministry fees are included and which you pay separately, with a receipt for each ministry payment.
  • When each payment falls due, and what share is paid upfront.
  • What is refunded if the application is not submitted, and what if it is submitted and refused.
  • The agent licence number and its end date, checked on the ministry register.
  • Who handles the application after approval, and what renewal costs.

Upfront payments and refunds

In 2020, when many applications were being rejected, agents told reporters that clients typically paid 50 to 70 percent of the fee upfront, and one agent said 80 percent was due on engagement. The same agents said this money was a non-refundable consultancy fee. The minister at the time asked the firms to return deposits.

That was 2020, under older rules, and the programme has changed since. It still shows how the argument goes: the less you can recover, the more it matters that the agreement says in plain words what happens if you are refused.

Check the licence before you pay

Every application goes through a licensed MM2H business. Before you pay anything, find the company on the ministry register and check that the licence is valid on the day. Our agent list page shows how, and how many licences had ended when we counted.

Sarawak runs its own scheme with its own agent rules, so a Sarawak agent is checked with the Sarawak ministry, not the federal register.

Common questions

›Does the ministry cap MM2H agent fees?

We found no cap on the pages we read. The minister said in April 2024 that the ministry planned to standardise agent fees but had not decided. Check the ministry website for any later decision.

›Are MM2H agent fees refundable?

It depends on your agreement. Agents have said publicly that their fees are non-refundable consultancy fees. Get the refund terms in writing, for each stage, before you pay.

›Does a higher fee improve my chance of approval?

No. The minister said that paying application fees does not guarantee approval, because each application must still meet the conditions.

›Is the processing fee part of the agent fee?

The ministry overview prints the processing fee but does not say who receives it. Ask the agent whether it is included in their fee, and get a receipt for any ministry payment.
