MM2H cost: what you pay, and to whom
The MM2H cost is really three different things: fees you pay, money you lock in a bank, and a home you have to buy. People add them up as one number and get scared, or leave one out and get a surprise. This page keeps them apart.
Every ministry number below comes from the ministry overview and tier pages, with the day we read them. What the ministry pages do not print, such as an agent fee, we say we could not find rather than guess.
MM2H application fee
Two fees are paid to apply. The participating fee is one-off and charged to the main applicant only. The processing fee is RM5,000 for the main applicant and RM2,500 for each dependant. The overview does not say who the processing fee is paid to.
| Tier | Participating fee (one-off, main applicant) | Processing fee, main applicant | Processing fee, each dependant |
|---|---|---|---|
| Silver | RM1,000 | RM5,000 | RM2,500 |
| Gold | RM3,000 | RM5,000 | RM2,500 |
| Platinum | RM200,000 | RM5,000 | RM2,500 |
| Special economic zone | RM1,000 | RM5,000 | RM2,500 |

MM2H renewal cost
Passes are renewable, and the ministry prints two sets of renewal fees. The guidelines list a visa fee of RM0 to RM50, depending on the participant's nationality and a fixed pass fee of RM500 per year for the sticker pass, which is renewable every five years or to match your passport.
Separately, the ministry overview lists a renewal fee for each tier: RM1,500 for Silver, RM3,000 for Gold, RM5,000 for Platinum and RM300 for the special economic zone category. The guidelines do not say how the two sets fit together, so ask your agent which one applies to you and when, and get the answer in writing.
| Fee | Amount | Where the ministry prints it |
|---|---|---|
| Visa fee | RM0 to RM50, depending on the participant's nationality | Guidelines, renewal section |
| Fixed pass fee | RM500 per year | Guidelines, renewal section |
| Renewal fee, Silver | RM1,500 | Overview table |
| Renewal fee, Gold | RM3,000 | Overview table |
| Renewal fee, Platinum | RM5,000 | Overview table |
| Renewal fee, special economic zone | RM300 | Overview table |

MM2H health insurance cost
The Silver page lists health insurance among the documents for renewal, and a medical check-up at a clinic or hospital the ministry appoints is compulsory after approval. The ministry pages we read give no price for either, and the premium depends on the insurer and your age.
Ask for a quote from the insurer and the clinic before you decide, and add them to your own total.
MM2H agency fee
An agent charges on top of everything above. The ministry tier and overview pages print no agent fee, and we found no cap there. Agent fees are set by each agent, so get the amount and what it covers in writing before you pay.
Check the agent holds a valid licence first. The ministry publishes a register of licensed MM2H companies on its MM2H website.
Common questions
›Do my dependants pay a participating fee?
No. The ministry tier pages say there is no participating fee for dependants. Dependants do pay the processing fee, which the overview prints as RM2,500 each.
›Can I use the fixed deposit to buy the home?
Partly. After approval you may withdraw up to 50% of the fixed deposit to buy a home, and for education, medical care and tourism in Malaysia.
›Is the fixed deposit a fee?
No. It is a fixed deposit held in a Malaysian bank licensed under the Financial Services Act 2013 or the Islamic Financial Services Act 2013. The fees are the participating fee, the processing fee and the renewal fee.
›Who is the processing fee paid to?
The overview table prints the processing fee but does not say who receives it. Ask your agent to show you where it is paid, and get a receipt.
